國防部運用空中威脅告警系統發布手機告警訊息，輔助通知防空警報。例如，民眾在萬安演習收到手機演習告警簡訊即是。
A: Ministry of National Defense would utilize Airspace Threat Alert System to send mobile phone warning messages, assisting in notifying the air-raid alarms. For example, during the Wan An Exercise, the public receive an exercise warning messages on their mobile phones.

 

Q3：如何尋找附近防空避難處所？

A
1.住家或辦公室大樓有防空避難地下室之外，貼有防空避難標誌牌示（水滴型避難人形 Icon）建築物地下室。
2.各縣市警察局全球資訊網站均設有「防空避難專區」，公告轄區避難設施位置，平時供民眾查詢。
3.行動裝置查詢：
（1）「警政服務APP」、「消防防災e點通APP」建置全國防空避難設施查詢功能。
（2）臺中市地區，民眾可加入警察局LINE官方帳號(LINE ID:@tcpb)防空避難查詢系統，藉由GPS定位，即時查詢位置周邊5處可供避難地點及容納人數。

1.In addition to residential or office buildings with basement shelters, there are designated signs (featuring a droplet-shaped evacuation figure icon) indicating the presence of air-raid shelters in the basements of the buildings.
2.Each city and county police department (bureau) has a dedicated “Air-Raid Shelter Section” on its official websites, where the announcement about the locations of shelters within their jurisdiction is posted. It is available for public reference.
3.Searching with smart mobile device:
(1)Nationwide air-raid shelter search function has implemented on “Police Service APP” and “Easy to Know Disaster Prevention App”.
(2)In the Taichung City region, the public could add the official LINE account of Taichung City Police Department (LINE ID:@tcpb) as friend to access the air-raid shelter inquiry system. Through GPS positioning, the public can instantly search for the nearest five available evacuation shelters and their respective capacities.

民眾可利用「警政服務APP」防空疏散避難專區，依下列方式預先儲存防空疏散避難地點：
1.手機截圖：以手機截圖，存成隨身攜帶之圖片，記錄辦公處所或住家附近之防空疏散避難設施地點，隨手查閱。
2.手動標註：可利用Google 離線地圖功能，先下載離線地圖，再將鄰近防空疏散避難設施地點儲存為個人清單，即可隨時或於離線時查閱。

The public could use the "Police Service App" to access the air-raid evacuation and shelter section and save the air-raid shelter locations in advance in the following ways:
1.Screenshot: Save the mobile phone screenshot as portable image to record the locations of shelters near your office or residence for quick reference.
2.Manual annotation: Use the Google Maps to download an offline map and save the locations of nearby shelters as your personal list. This enables you to access the information anytime or when offline.

2.住家為首要集合點（但住家可能倒塌、受災通訊可能中斷，需事先約定至少一處緊急集合點）。
3.避開危險場所，如:加油站、化學工廠、油氣設施等。
4.遠離易受攻擊設施，如:軍事設施、發電廠、港口、原油料儲槽等。

1、室內：
(1)內部、窗戶較少的房間（兩牆法則Two Walls Rule，第一道牆承受打擊，第二道牆阻擋碎片）。
(2)遠離危險物(如：窗戶、瓦斯等)。
(3)中間樓層。
(4)以「採跪姿、身體微拱、胸口遠離地面、雙手遮住眼耳、嘴巴微張」避難姿勢，身體低於窗戶下緣。
2、室外：就近疏散、就地避難、覓地掩蔽，例如：橋墩、溝渠、田野。

(2)Stay away from hazardous items (such as windows, gas barrels, etc.).
(3)Middle floor.

要開放。但防空避難設備非代表隨時可進入避難，平時受憲法賦予個人財產權之保障；只有於防空演習、戰爭發生或將發生時由國防部發布管制疏散之命令後，應開放人員進入。

However, the air-raid shelters do not imply that they can be accessed at any time due to the protection of individual property rights granted by the constitution. Only during air-raid exercise, the occurrence of war or after the control and evacuation execution order is issued by the Ministry of National Defense due to the imminent threat of war, should personnel be allowed to enter.

 

Q10：防空避難設施違規使用，是由哪個機關裁罰？

1.依建築法規定，由建築主管機關（臺中市都市發展局）負責防空避難設備之建造核定、構造審查及使用情形檢查。
2.警察機關依民防法、內政部「防空疏散避難設施建檔作業要點」等相關規定，分析供需排除老舊、僅供自用，建檔(公布)處所與外觀標示牌設置。

Q12：民防法有關防空避難罰則？
Q12：What are the penalties related to air-raid shelter evacuation under Civil Defense Act?

1.防空演習時(行政罰)：違反演習所為命令者，處新臺幣三萬元以上十五萬元以下罰鍰。(民防法第二十一條及第二十五條參照）
2.戰時(刑罰)：違反國防部所發布之命令者，處一年以下有期徒刑、拘役或科或併科新臺幣五十萬元以下罰金。(民防法第二十二條及第二十三條參照)
